The NTSB has opened an investigation into a loss of separation and runway incursion incident that occurred at Burbank on 22 February. An arriving Mesa Airlines CRJ-900 ASH5826 was forced to go around while SkyWest ERJ-175 SKW5326 was still departing Runway 33. Shortly after the ERJ-175 took off the aircraft were in close proximity and received a TCAS Resolution Advisory.
Neither aircraft suffered any damage and no one was injured in this incident. The SkyWest flight continued normally to its destination and the Mesa Airlines flight landed at Burbank normally a short time later.
One out, one in

The Mesa Airlines CRJ-900 (blue icons in the image above) was operating for American Eagle arriving at Burbank as AA5826 from Phoenix. The SkyWest Airlines ERJ175 (red icons) was operating for United Express as UA5326 to San Francisco.
The SkyWest aircraft was cleared for take off on Runway 33 by the tower controller and the Mesa flight was cleared to land immediately after SkyWest was given its clearance. Per air traffic control audio recorded by LiveATC.net, 15 seconds after the controller cleared ASH5826 to land, the pilots informed ATC they were conducting a go around. The controller then instructed ASH5826 to climb to 4000 feet and maintain the runway heading. 28 seconds later ASH5826 was given instructions to turn left to 270°.
The controller then instructed SKW5326 to continue following the SID — standard instrument departure route.
Traffic Collision Avoidance System: Resolution Advisory

The controller queried ASH5826 if they could see the SkyWest Embraer, to which they replied, “negative, we got an RA, we’re complying with it.” The RA the pilots referred to is a Traffic Collision Avoidance System (TCAS) Resolution Advisory. RAs are immediate instructions issued by the TCAS system to pilots to deconflict a potential mid-air collision.
ADS-B data received from both aircraft indicates the TCAS RA activated at 02:57:13 UTC as ASH5826 was climbing through 2,650 feet and SKW5328 was at 2,500 feet. Both aircraft were sending Extended Mode S data, where one of the fields contains the status of the TCAS system.
The Mesa Airlines flight was instructed to turn left 30° after announcing their RA to the controller moving it further away from the path of the E175. The SkyWest flight continued normally to San Francisco and the Mesa aircraft landed safely in Burbank 10 minutes after its first approach.
Flightradar24 data available for download
Available for download are the full flight standard resolution CSV and KML files for each aircraft. Also available for download is high frequency data from one Flightradar24 receiver at Burbank that recorded the period of time inclusive of the TCAS RA. We include data from a single receiver to negate any issues with timing between signal reception at different receivers. Note that TCAS:03 in the data indicates an active advisory.

SKW5326 | UA5326 was operated by a SkyWest Airlines (operating for United Express) Embraer E170-200LL, known commercially as the E175. The aircrafr was first delivered to ExpressJet in 2019 and transferred to SkyWest in 2020.
20 June 2024 — NTSB issues preliminary report
The NTSB has issued its preliminary report on the incident. The agency states the closest proximity between the aircraft was 0.29 miles at the same altitude.
